Richard E. Williams

Richard Williams offers almost 20 years of health care experience in the Medicare and Medicaid sector, including 13 years in designing and implementing health care data warehouse and Decision Support Systems (DSS). As a member of the Portfolio Management Group, he currently works to help lead ACS’ Healthcare Informatics product development and marketing efforts. This includes working with ACS’ EHR and PHR products, as well as predictive modeling, care management, and quality management teams. During his time at ACS, Mr. Williams led the design, development, implementation, and direction of sophisticated health care analytics at ACS, Inc. His contributions include design, development, and implementation of the West Virginia, Wyoming, Montana, Florida, Iowa, Colorado, and Oregon Medicaid Decision Support Systems. In addition, Mr. Williams led development efforts of the ACS multi-client Prescription Benefit Management data warehouse. Prior to his tenure at ACS, Mr. Williams accumulated 10 years of health care systems experience at ViPs, Inc., where as part of his experience he directed the re-design of the STARS Fraud and Abuse detection software. STARS remains one of the most widely implemented health care Fraud and Abuse detection products used on the market today. Mr. Williams received his B.A. in Computer Science/Economics from Randolph-Macon College in Ashland, Virginia.
